The National Development and Reform Commission (NDRC) is one of China’s major administrative bodies responsible for a wide range of economic, social and environmental laws and policies within China. The ground-breaking 2008 Chinese Antimonopoly Law (AML) gave the NDRC significant new powers to enforce the AML in relation to anticompetitive pricing conduct involving abuse of dominance/monopolies and restrictive practices/cartels. The NDRC is well-known in China but only recently has it started to gain an international profile in the competition field. The Institute of European Studies is pleased to welcome Beijing-based NDRC Anti-Monopoly Bureau official Jing JIN to the VUB to address a fascinating range of key issues relevant to the NDRC’s role and work in the competition field in China and internationally. Following the crisis in Crimea and ongoing unrest in Ukraine, EU responses included agreeing a number of economic sanctions to be imposed on Russia. Agreeing these sanctions at the EU level proved far from straight forward and the Russian response included a number of counter sanctions against the EU.

How did the EU come to agreement on the sanctions? Are these sanctions having the desired effect? Are the sanctions imposed by Russia on the EU having an effect on the EU's economy? What is the effect of sanctions on Russian oil companies and on its financial sector? What are the reactions from its political elites and international companies? What are the implications for Europe? Are the EU and Russia simply too big to be affected by such measures? What could be the political consequences of such measures on the EU and Russia in the international system, and on EU-Russian relations more broadly?

With the entry into force of the Treaty of Lisbon new decision making rules apply to the drafting of European legislation. With the extension of the use of co-decision to key policy areas, the European Parliament now directly negotiates and co-legislates with the European Council on highly salient issues such as migration and asylum policy. This Policy Forum will discuss the role of the European Parliament as a co-legislator in Justice and Home Affairs, focusing particularly on migration and asylum policy. The Policy Forum will start with a keynote from Prof. Dr. Ripoll-Servent. The 20th Conference of the Parties (COP) to the UN Framework Convention on Climate Change (UNFCCC) in Lima comes to a close on 12 December 2014. It is supposed to set the stage for the final year of negotiations on a new global agreement to fight climate change to be adopted at the 21st COP in Paris in December 2015. The Lima Conference is expected to agree on elements of a negotiating text for the Paris agreement as well as further guidelines on the information to be submitted with countries’ “intended nationally determined contributions” to global climate protection from the first quarter of 2015. A full negotiating text is then to appear during the first half of 2015 and will need to be fine-tuned until Paris.

The quinquennial review conference (RevCon) of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the United Nations in New York from 27 April to 22 May 2015. An important milestone in functioning of the nuclear non-proliferation and disarmament regime, the conference will be marked by an intricate international environment. Whereas nuclear negotiations with Iran have already shown the first signs of success, uncertainty over the nuclear-free zone in the Middle East and North Korea’s proliferation threat remains high. An increasing number of states concerned with the consequences of nuclear weapons’ use and frustrated with a speed of the disarmament process advocate the humanitarian initiative that may in long-run lead to a legal ban on nuclear weapons. This challenging context is coupled with a current US-Russia bilateral impasse that can further complicate the conference talks and the path to a consensual outcome.
