Profile

Marco Giuli is a Doctoral Reseracher at the Institute of European Studies since 2019. His research focuses on the climate policy integration and energy security integration in the EU’s external energy policy vis-à-vis gas producers.

Marco is also an Associate Policy Analyst at the European Policy Centre, a brussels-based think tank where he served between 2015 and 2019 as a Policy Analyst and lead of the EPC Climate and Energy Platform, a cross-programme initiative of the EPC for analysis and debates on the economic, institutional, societal, and geopolitical dimension of the energy transition in the EU. In this capacity, he specialised in particular on the external dimension of EU energy policy, industrial decarbonisation, climate mainstreaming in EU energy policy and the EU budget, and energy poverty. Within this framework, he has coordinated task forces on energy poverty in the EU, on policy options to link the 2021-2027 Multi-Annual Financial Framework to the EU Governance of the Energy Union Regulation, and on policy gaps in the EU Climate Adaptation Strategy. He has also contributed to the EPC Task Force on an Industry Action Plan for Europe, taking responsibility for the industrial decarbonisation pillar of this activity.

Before that, he was Research Fellow at the Madariaga – College of Europe Foundation (2008-2015) in Brussels, taking responsibility for policy research in EU political economy and overall management for the Challenging Citizens Programme; visiting researcher at the Centre for European Policy Studies (CEPS, 2008) in Brussels and trainee for the Italian Institute for Foreign Trade (ICE, 2006-2007) in Milan and Moscow.

He holds a MA in the Economics of European Integration from the University of Bologna and a BA in International Relations from the University of Rome (La Sapienza). 

Marco was also an independent consultant on EU energy policy, and contributes with op-eds, articles, and teaching activities to external specialized reviews and training programmes of universities, specialised training institutes, and business associations.
